The Walkabout is inherently worse than all the other (non-custom) rifles because you cannot increase its damage potential on-demand before an encounter. Its ability to 'store' crits is also not particularly good since a Sniper is able to achieve virtually the same effect with a quick-scope headshot using several other rifles. Even in the case of the Sydney Sleeper, it's faster and more reliable to just charge up to 100% then take a body shot than it is to get the third combo hit of this weapon.

Stepping away from balancing for a moment, I have a few comments of my own about the Walkabout.
  • It still has a move speed penalty while zoomed in.
  • There's no real visual feedback of when a player has a crit ready, perhaps using TFCond:46, 35 or any other condition that causes the weapon to glow would be a nice addition.
  • Why -99% instead of -100%?
  • The description is kind of confusing, I think you should re-word the whole thing to something like:
  • -50% damage penalty
  • Each successful hit will increase damage by +50%
  • Third consecutive hit will be a guaranteed critical, and will reset the count
  • Other Attributes go where-ever
  • It's just a rough edit (and could be just as confusing as the current one) but I think the damage penalty should be separated from the combo description.
EDIT: You could even move over to using a heads system, though you'd have to set up precautions for killing other players using head system weapons since they'd then gain their head count.
-50% with +50% damage do 75% of normal damage, it's still the same damage ^^
