I want a weapon similar to the Tesla Cannon from Fallout 3: Broken Steel. God I loved using that thing.

I'd suggest changing the name of the "Vampire" to the "Mosquito" because...

• Mosquitoes are fast, annoying, and die easily, just like the Scout
  
• They suck blood, too
  
• They don't burn up in the sun
  
• They die if they don't get enough sucked blood

I want there to be a passive primary for the Soldier and Heavy sorta like the Wee Booties with these stats:

(+) 25% Faster Movement Speed on Wearer

That's all I can think of at the moment. I don't know what else to put to balance it out. I just want an item that encourages banner/melee sollies, boxer heavies, and fat scouts (without having to use the Fat Scout).
