Outback Outlaw: Instead of completely random effects, some sort of meter that constantly goes up and resets at 100%. Depending on how full the meter is, you will get a different effect. So if you fire at 5%, it will always have the same effect. When you're charging the weapon, the meter goes slower, so you can time it easier. It would also show on the hud which effect is currently on. As a downside for this it would require full charge for the effect to work, and charge slower.

Maybe a percentage or a fixed value at full charge. Likely a non-charged scoped would heal ~25 HP. With it's high charge rate, the healing should be fair to compensate.
