Suggestions for New Weapons (or New Attributes)
New weapon ideas i guess.

The Mace
Level 10 Mace
Class: Demoman
Slot: Melee
Stats:
On hit: Bleed for 5 seconds
+25 bleed damage bonus
No random critical hits
15% slower firing speed
On miss: Hit yourself. Idiot.
This weapon could be useful for taking down hard to kill enemies like heavies.

The Keyblade
Level 13 Sword(You'll get the reference if you play Kingdom Hearts)
Class: Demoman
Slot: Melee
Stats:
This weapon has a long melee range and deploys slower
-25 max health on wearer
No random critical hits
Gives you increased health and speed for every heart you take.
This is basically a reskin of the Eyelander, but instead of taking heads, you take hearts.

The Milk Spiller
Level 10 Scattergun
Class: Scout
Slot: Primary
Stats:
On hit: Douses enemy in Mad Milk
20% faster reload speed
+34 clip size
20% slower firing speed
-70 less healing from Medics
-20 less healing from Mad Milk
This weapon could be used in place of Mad Milk.

The Quick Fire

This weapon is great for quick scope kills.

The Moving Man

Building instantly start up again after placing

You have a 35% damage vulnerability when hauling buildings, and a while after placing them
This weapon is great when you are in a tight situation.

The Book of Wisdom
Level 5 Book
Class: Heavy
Slot: Secondary
Stats:
Read a page of this book to gain a temporary status effect for 10 seconds.
Page 1: Heals 300 health
Page 2: Gives you a 50% defense boost
Page 3: Gives you a +35 damage boost
Page 4: Gives you a speed boost
You can only choose one page at a time, and only once per life
You must be killed naturally by a enemy, dying to the environment or killing yourself will not recharge you book meter
This weapon deploys 30% slower
This weapon holsters 30% slower
This weapon can be great if used properly, as you can only recharge it by dying, and only by dying by an enemy.

I have some ideas for new custom weapons.

The Spray Fan
Level 10 Pocket Spray Fan
Class: Scout
Slot: Secondary
Stats:
Shoot water at burning players to extinguish them and restore 20 health.
Alt Fire: Fan Blast
Blow air from your fan and knock back enemy players and extinguish team players.
25% slower reload speed
Uses two ammo slots: batteries and water
This weapon is more of a support weapon than a actual offensive weapon.

The Multitasker
Level 80 Shotgun, Pistol, and Sniper?
Class: Sniper
Slot: Primary
Stats:
Switch from different modes by pressing the reload key.
Shotgun Mode:
6 shots
Pistol Mode:
12 shots
Sniper Mode:
1 shot
15% faster switch speed
-15 damage penalty
No headshots
No random crits
You are marked for death when switching modes for 3 seconds
This weapon could be useful in certain situations.

The Campfire Scorcher
Level 15 Flamethrower
Class: Pyro
Slot: Primary
Stats:
+65 more afterburn damage
25% longer afterburn duration
-50 damage penalty
This weapon is perfect for combos.

The Flip Shot
Level 5 Flip Flop
Class: Scout
Slot: Melee
Stats:
Alt-Fire: Throw the flip flop at a enemy to do high damage and knock them back.
+15 damage bonus when thrown
34% faster recharge
-10 damage penalty
20% slower firing speed.

The Mini Nuke
Level 45 Rocket Launcher
Class: Solider
Slot: Primary
Stats:
+50 larger blast radius
+45 more push force
-85 clip size
Can not shoot another rocket until the first rocket has exploded
-30 slower projectile speed
This weapon could be great for defensive purposes.

The Beer Bottle Blast
Level 5 Bottle
Class: Demoman
Slot: Melee
Stats:
Deals crits while the wielder is sticky jumping
15% slower firing speed
No random critical hits
You are marked for death when sticky jumping, and a while after you hit the ground
This weapon could be a fun melee to use with the Sticky Jumper.

The Direct Contact
Level 15 Shotgun
Class: Solider, Pyro, Heavy, Engineer
Slot: Primary
Stats:

This weapon should like be used for close-quarters combat, as it does more damage at close range.

The Whiskey Wonder
Level 5 Bottle
Class: Demoman
Slot: Melee
Stats:
+20 damage bonus when broken
Taunting will restore 50 health
20% slower swing speed
-20 damage penalty when not broken
Taunting will drain your bottle
Takes two hits to be broken
This weapon is best used when broken, but should be broken quickly, as it takes two hits to be broken instead of one.

The Speedster
Level 10 Scattergun
Class: Scout
Slot: Primary
Stat:
20% faster firing speed
20% faster reload speed
Dealing damage builds Speed
-15 damage penalty
20% slower movement speed when deployed
Alt-Fire: Speed
Gain a massive speed boost for 12 seconds.
This weapon can be used to get away from sticky situations by using Speed.

The Multiplier
Level 10 Wrangler
Class: Engineer
Slot: Secondary
Stats:
Multiply your building's speed by 10 for 30 seconds
Buildings that are affected by this get a +25 damage vulnerability for 35 seconds
This weapon can be deadly if you can protect your sentry right. Although the speed is most beneficial for your sentry, it can also be helpful for you dispenser and your teleporter.

The Uzi
Level 5 Uzi
Class: Sniper
Slot: Secondary
Stats:
+15 damage bonus
20% faster firing speed
This weapon deploys 50% slower
This weapon holsters 50% slower
15% slower reload speed
This weapon is pretty fast, and the damage bonus allows you to get some pretty nice kills.

The Cyber Bow
Level 5 Bow
Class: Sniper
Slot: Primary
This is a reskin of The Huntsman.

The Bulk Blaster
Level 15 Shotgun
Class: Engineer
Slot: Primary
Stats:
20% faster reload speed
This weapon deploys 50% faster
This weapon holsters 50% faster

15% slower firing speed
Description: This pump-action shotgun comes with 6 slots and a compact but effective grip. Perfect for the perfect kill.
This weapon is best used against single targets.

The Quick Stab

Stats:

Instantly recover from breaking a Razorback
-25 damage penalty
This weapon would mostly be best against Razorback Snipers, as the instant recovery bonus allows for you to back stab before they notice you.

The Newspaper Bat
Level 5 Newspaper Wrap
Class: Scout
Slot: Melee
Stats:
+10 damage vs players
60% slower swing speed
This weapons would typically be used as a backup weapon rather than a base melee.

The Slap Happy
Level 10 Glove
Class: Pyro
Slot: Melee
Stats:
+15 damage bonus
Charge up Boost by holding Alt-Fire.
Full boost grants a critical hit.
25% slower charge rate
10% slower swing speed
This weapon can be used effectively against slow players and can be used as a sort of "sneak attack".

Mann Cocoa
Level 5 Hot Chocolate
Class: Heavy
Slot: Secondary
Stats:
Gives a +15 defense boost when drunk for 10 seconds
Ammo boxes give recharge
The drink does not recharge on it's own
Cannot be recharged from supply lockers
This weapon is pretty strong if you can use it right. Since supply lockers do not give charge, and it can recharge on it's own, you may have to use this only in emergency situations.

Sharp Slicers
Level 1 Scissors
Class: Spy
Slot: Melee
Description: Mann Co. supplied spies with compact but effective scissors that can be used to cut open the backs of your enemies.
This is a reskin of the stock knife.

The Windblower
Level 15 Flamethrower
Class: Pyro
Slot: Primary
Stats:
No ammo taken from airblasts
75% recompression rate on airblasts
Extinguishing teammates restores 50 health
-80 damage penalty
No afterburn
Description: Pyro found this in a old factory once. He somehow thought it was a weapon, and here we are now.
This weapon is more used as a support primary than a offensive primary. Due to the damage penalty and no afterburn, this weapon is horrible at dealing damage. But, the benefits of no ammo taken from airblasting and a faster recompression rate, as well as more health gained from being extinguished, makes this a very good weapon for helping your teammates stay alive.

Well, that's all the ideas I have! Tell me if I should make more in the future!
I have a couple of ideas for new weapons and tools. Some are a bit complex so try to follow along.

The Mann Gel
Level 1-100 Hair Gel(I don't have a exact level to give this)
Class: Scout
Slot: Secondary
Stats: Apply this hair gel to gain mini-crits for 10 seconds.
Apply this hair gel to gain +50 health for 10 seconds.
Being damaged during this time will reduce the amount of time the buff lasts.
Recharge time for The Mann Gel is about 30 seconds.
Model: The model for the weapon would be a circular jar(about 2 inches high and 3 inches wide), and the gel would be team dependent(for context, if you was on team RED, then the gel would be a shade of red).

The Staple Gun
Level 10 Stapler
Class: Scout and Engineer
Slot: Secondary
Stats: On hit: Bleed for 5 seconds
+25 clip size
15% faster reload
-30 damage penalty
No random crits
Model: The model for this weapon would be a normal black tinted stapler, and it would be open wide with Scout or Engineers's fingers gripped on the top of the stapler.
Reload animation: The reload animation is a bit unique. The reload would involve the class opening the slot where you insert the staples, then slapping in a new bunch of staples before closing the slot.

The Rubber Band Sniper
Level 1-100 Sniper Rifle(I don't have a exact level to give this)
Class: Sniper
Slot: Primary
Stats: +100 damage when fully charged
+15 clip size
Charging a shot for too long will result in a misfire
No random crits
No headshots
Description: Who knew that rubber bands could be so deadly?
Model: The model would be a sniper rifle with a visible area where you can see the rubber bands and the rest of the gun. The scope would be a perfect circle parched on top of the gun.
Reload animation: The reload animation would be the class opening the gun and loading in the rubber bands before closing it back up.
Misfire mechanic: Misfire will happen if you hold a shot for more than 30 seconds. This makes it pretty bad for waiting for enemies, and so you might want to use this for more close-quarters combat. Misfiring will result in the rubber band breaking.

The Lucky Lucky
Level 4 Rocket Launcher(see what I did there)
Class: Solider
Slot: Primary
Stats: Has a 10% chance to inflict a random status effect on anybody who gets hit by the rocket or blast damage.
Alt-Fire: Luck Amplifier: All non-buff random effects have a 100% chance to happen for 10 seconds.
-20 damage penalty
-20 blast damage penalty
Some effects can give your enemy a buff
Dealing damage from random status effects builds Luck.
Model: The model for this weapon would be a green shaded rocket launcher with four-leaf clovers all around it. The blast effect would be a bright green color.
Effects: Here is a list of effects that can be inflicted on the enemy.
Ignition
Stun
Slowness
Big Head
Jarate
Mad Milk
Marked-for-Death
Instant kill
Mini-crits(buff)
Crits(buff)
Ubercharge(buff)
Overheal to the max(buff)
Each effect has a set time that is 5 seconds.
