I can't upload my modded files to workshop

I made a small test mod that buffs crusader dmg a little, uploaded it to workshop and subscribed. I tested it on new and old save and it doesn't work. It turns out that for some reason none of the modded files are downloaded from workshop, which is weird because file containing info about mod workshop page IS downloaded.

I did everything according to official modding guide and I think that my file patch is correct, so idk why it doesn't work.

Does anybody else has same problem?

Also, I looked up https://steamhost.cn/steamcommunity_com/groups/dd-workshop/discussions/0/1746720717332886003/ and the solution in here doesn't work for me, when I put "heroes" into "data" folder I can't update mod at all.

You have to put the files from mymod into a seperate "data" Folder

I put my files into data folder like this: https://imgur.com/a/aEykrHt And it still doesn't work (I tested it on a new save). Also, when I put my files like that, I can't update this mod (dragging xml file into steam_workshop_upload.exe works as usual, but there isn't any new update displayed on workshop page of this mod).
