Well that is also an non issue as of now if you are using my FMV audio mods for XIII-2 and LR. XIII-1 also has an similar such mod by another modder as well, so audio wise the PC ports are better or on par with the console versions.

I am gonna check that cutscene out ingame on PC and see if it does sound like that on my end. In the video it does sound like the audio is being muffled a bit and this I believe is due to the surround sound implementation on PC which is not good.
From what I have found digging around the game's sound files for speech, music, sfx and voiceovers the PS3 version uses MPEG layer 3 for audio and I assume the file is in mp3, while the PC version uses ADPCM and I assume the file is in .wav. all of them are stored in scd container files which is a propreitary
The file on PC has a higher bitrate than the PS3 one and I would naturally say the one with the higher bitrate clearly wins out. but after hearing some of the speech files multiple times, I wasn't able to hear any difference in the quality and I would assume my headphones aren't really that good at identifying the quality difference here.
