Is there a way in the modding community to mod the games to have stat maxing items and new game plus/chapter select?

A lot of the older games have a way to level up your characters with less than perfect stats. Some of them have ultimate equipment that can be equipped by 2 or more characters, but you only get one of them. Some have non-100% drops from bosses. Some have items that you have to choose between. Some have one time only dungeons, towns, and shops where you can only get the item in those places.

The most obvious examples:
All games need new game plus & stat maxing items
FF5, FF6, FF7, FF8, FF9 need chapter/disk select
FF7 already has stat maxing items but needs HP/MP stat up items
FF7, FF8, FF9 could use a way to reset character level to 1 (potentially keeping current stats)
