Final Fantasy VI Modding

I have a question for anyone with modding know how. The world map for FFVI seems to be sort of 3D. It has the buildings sticking out which can be seen in airship mode.

My question is...how easy/difficult would it be to mod the world map? It would be cool to make the mountains and forest stick out, maybe remodel some of the towns which look a bit pants. If it's just a case of taking the map and using tools to reshape it then it's something I would like to have a go at (and might improve how our beloved FF6 looks).
Someone has to figure out the file format the models are stored as. They are stored as tmb files. It does appear that all the towns and castles have unique models even when they look identical. For example Figaro and Doma look identical, but they have their own model files in the game's resources. It should be possible to have each place on the map look unique. Provided someone figures out how to read and write geometry to tmb files.

The stuff like trees and mountains are just part of the image that is the map. The map is just a handful of pngs stiched together. The maps are not made up of tiles like the original game. I was thinking that it might be possible to use the different town models and add in all surrounding trees and mountains as models within the town model file, but I can see reasons also why that wouldn't work, foremost, the code unloading any models for towns the player isn't currently near.
That's a shame. It seems much of the file structure is still a mystery to us.

I have many more questions, but I'll leave them for today. Thanks plucky!
