If I remember correctly, you may have to select the correct DLC/expansion when initially setting up the game on multiplayerrobot.com. If you don't select the appropriate DLC or just select the vanilla version of the game, I don't think GMR will let you select DLC/expansion civs. If you are at the joining/selecting a civ phase of the setup process and you don't see it set up correctly, you might have to start over the process... can't be certain though lol. Been a while since I set up my own game.

This isn't it, I select all the DLCs when I start the game. And I know I have Korea unlocked because I've played the Civ in single player.

Well, this was a huge "duh" moment. Went to make a new game and spent a few moments looking around. AFTER you set up the game (so after the "owner" has choosen a civ) you have a button that literally says "Allow DLC Civs" and you have to go back and change your civ if you are setting it up and want to play a DLC civ.

this is a bug that happens with korea. u have to go and enable dlc a second time and then it should appear when you select a civ
