How to: Declare war on human player without attacking?
Hey guys does any of you know how to declare war on a human player without attacking him?

In SP this is straight forward in the diplomacy screen with AI, however in MP I cannot seem to find a place to click "declare war". I need it to be able to block another players unit with my scout, with zone of control when at war, without losing HP by attacking.

Thanks for any help you can give me.

Using the regular, un-modded game interface, if I click on the Diplomacy icon in the upper-right of the screen and find the other human players under the Civilizations list, there is some red text next to their name which says "Declare War", if clicked it declares war on them.

In EUI, I think you can control+click on the player to declare war.

This doesn’t work in OS X. My solution there is to open the EUI’s NotificationPanel folder and delete or rename DiploList.lua and DiploList.xml. Civ V then falls‐back to the built‐in version with the “declare war” button.

Thanks a lot guys. I am using the the EUI, so that might be the problem. I will try out the ctrl+click next turn.
