what are the differences between maps in tour servers and in workshop?
i notice that, the versions of the maps in tour server is different from maps in workshop or tf2maps. if i host the maps directly downloaded from tour server, no popfile works, and in-game hud only show "wave 0" without bots spawning, but the public version works well. the problem is, the two versions map have same name with different hash, so if i go play another server, i must replace one bsp file with another then restart game.

that's because you don't have the .pop files, which are mission files. Be sure to check if navigation exists.

no, i know how to host mvm server, all the files are placed properly, the only problem is the maps itself. once i change the map version to the public, everything is ok. but these 2 version maps have one same file name.

The map files we have came straight from the map makers. Check that you have a nav file and a pop file. The map files themselves are not broken (or else Titanium Tank servers would break).

We don't use the version from the workshop since workshop tends to repack the map even if the mapper already repacked it (?) so the hash will differ from what the mapper released.

IIRC the Titanium Tank map asset pack has all the files in it. Try grabbing that?
