Who knows. It is quite cool to know that 25,000 players have played a mission (or done a contract) at least once!
The medal cap is in place so that if someone authorized to distribute medals either messes up their distribution code or gets their account stolen, they can't suddenly give every TF2 player online a medal or whatever. Most medals are capped at 1000 by default for this reason; because we have a large-scale event, ours had to be raised to 25k, although seemingly that wasn't enough.
