I can assure you a popfile isn't "laggy" to a server, it just depends on what it will make the server spawn in, if the popfile spawns a group of 22 pyro with alwaysfire attribute, then some players on the server will lag (if they are on a toaster)! BUT the server WON'T lag, you shouldn't worry about lagging the server a popfile can't do that. Unless you mean the time the server takes to parse the popfile, then unless it's a very big popfile like over 2 MB it shouldn't take more than 2 seconds to load when choosing the mission on the server, the popfile will only make the server freeze when it's seletected to play (via vote or command) you can then play the waves without any lags problems.

I see which mod you are talking about, this is a client side mod and not a server mod, in other words installing it on the server would have no effect and won't force players joining to have the enhanced robot mod applied, if you want players to see your custom stuff you should tell them to install the mod before joining the server that's all we can do for you.
