These ads man...
What is this? Why do I see this page several times a day when I try to check my trades (both on desktop & mobile)? http://imgur.com/a/fkT0H

Most likely because the site that bought Outpost wants to put as many ads as possible on every page to get as much money out of it as possible (Which is to be expected from a company), regardless of how it effects the practicality and speed of the website

I find it very hard to believe that the company that bought them (which I was not aware of) is at fault here. A lot of these ads are viruses or scams. Along with popups and redirects the website is basically impossible to use without having to deal with the possibility of malware or worse. They have control over this at the very least, anyone who lets their website fall into this kind of shape doesn't care about the community using it, just about making $$$.

I wish I could look for the best in this situation like you, but I think TF2OP is dead to me already.
