No, this is an issue with the authenticator they are using. I'm from the US and having the same issue.

Sites like bazaar.tf are able to be logged in fine.

Trading has not had any issues. Out-of-site trades with other users are fine. Trade Links are still fine.

Steam Servers have not been down in the past 48 hours, regardless of what Outpost's admins claim.

This is an error on Outpost.tf's end.

Previously, as in a few days ago, auth.services.zam.com gave me an error of "invalid redirect". Now it shows error 0x0409.

The TF2 Outpost URL states "state=error&reason=401", rather than 409.

I don't know what's going on, but I'm not going to try and log in anymore. I'm also changing my passwords and going to a new E-mail address. I'd recommend others to do the same.
