How this is not relisting?
Look at this guy http://www.tf2outpost.com/user/176990
He has 25 trades with the same items in the right sides.
I reported him and the answer was: "The trades are very explicit, only the trade notes below are the same."
Yes they are explicit, but only in the left sides. When I want to buy ToD ticket and place ticket in the right the result is his 25 trades one after another.
And he sell the items in the left for metal, not for the items in the right...

Can you explain me how this is not relisting?

Sadly if all the hats on the left are different, and he specifies what he is selling what for then it is not considered relisting. You cant relist items on the right side

This user is not relisting and what the admin told you was correct. The notes they use are just explaining what they will take for the items that you are wanting buy if you are unable to pay in pure metal/keys.

Items on the right side are his wishlist, meaning he will accept any of those items as payment for the items he is selling on the left side. The rules state that you can't have more than 1 trade with the same purpose. The purpose of these trades are not to buy the items in the wishlist but to sell the items in the have list.

His trades might show up 25 times for you, however they are all different items and nothing is being relisted. If you want more specific search results then put a Key or Refined Metal on the left side.

I haven't seen this; "If you dont have metal/keys or they are not enough we could accept these items at these prices".
