Clarification on new Cash Trading Rule
So i noticed that the rule does not specifically mention requirements to SELL items for real money. Does this mean for example that I am still able to sell keys/buds/unusuals for real money even though I do not have 20 non-f2p games (I just don't play much besides TF2)?

I'm not sure on how it will be handled, if it has been set up to make sure users who don't meet those requirements can't select the cash icon. Then you wouldn't be able


I believe it is to make sure those accounts that are shady, high chance of scamming, will have their trades closed other than a reason of "shady"
If its like other rules I believe the staff would look at the users profile before closing the trade then you should be fine. I'm sure you're an exception.

In your case
1000+ hours
Steam lv 40 +
High value backpack for months.

I don't think you'd be shady and need to have your trade closed.

However, I frequently have seen trades of users with ~200 hours, new account, and trying to buy any including high tier unusuals. Commonly unsuccessfully because users do not trust those sort of buyers. However, I have seen a few succeed and scam the other users. And it is nice having trades like those prevented from existing reducing the chance of scams occurring on site.

I completely understand the requirements for BUYING items with cash. And I agree that the buyers should make sure the account does not "look shady" but the rule didn't actually specify anything about SELLING items for cash.

I'm sure by cash trades it means both buying & selling. On site, the rules do say before you can start buying & selling items
But, I think the focus is on buying from new accounts.

The purpose of the rule is to cut down the amount of scammers/alts that use the site to advertise cash trades, this is why it only mentions buying - scammers would create trades promising to pay cash and not uphold the agreements.

Selling games, on the other hand, is enforced against sellers because that's what chargeback scammers will do: buy tons of gifts for cash, sell them on the site for pure and chargeback the payment to Valve later.

If you sell for cash then there should be no problem unless the items you are selling were scammed off another user. But laundering stolen goods is against the rules no matter what the payment method is (cash, items, etc).

Thank you. I thought that might be the point but wanted to make sure before continuing like before (finding buyers with very old trades where they have bought 1000$+ in keys/buds).

I'm trying to sell some games for cash(paypal in my case).
My trade just got closed with "it's against steam ToS"-reason here

I've just re-read steam tos and failed to find a part which forbids me from selling game copies for real world currency, may be I just didn't read carefully.


So, I'm not allowed to sell not-scammed goods for cash here even I understand all the scammer part risks? Yeah, I can use SteamRep.
Should I close my "non scammed unusual for your paypal"-trade?
Or it's not okay only with games?

It is not allowed to trade gifts for IRL currency, that's why your trade was closed. Steam's TOS does state one is not allowed to sell subscriptions (i.e. gifts included), and they enforce severe punishments on those who do as they are literally taking money off developers' hands.

All I found is
Valve does not recognize any transfers of Subscriptions (including transfers by operation of law) that are made outside of Steam.
"Does not recognize" isn't really "severe punishment".

How am I doing this, if I bough almost all of these games from Steam Store myself while they were on sale? Some of them I swapped for other games, which I bought in SteamStore myself or for tf2 keys.

I meant IRL currency. Trading gifts for items is OK because they are contained within the system itself, i.e. you are not exchanging money - if they were not allowed Steam would not give people the option to trade them for other items. Also refer to the next reply for more information.

Trading is expressly permitted by the agreement:

D. Trading and Sales of Subscriptions Between Subscribers

Steam may include one or more features or sites that allow Subscribers to trade, sell or purchase certain types of Subscriptions (for example, license rights to virtual items) with, to or from other Subscribers (“Subscription Marketplaces”). An example of a Subscription Marketplace is the Steam Community Market. By using or participating in Subscription Marketplaces, you authorize Valve, on its own behalf or as an agent or licensee of any third-party creator or publisher of the applicable Subscriptions in your Account, to transfer those Subscriptions from your Account in order to give effect to any trade or sale you make.

They do punish users, we have seen it multiple times before. One of our staffers does community management for games available on Steam and she confirms Steam acts very ferociously against people who exchange gifts for IRL currency.

You are buying games when they are on sale and reselling for a higher amount to other users. The money you are getting was supposed to be paid to the developers. Example:

Game costs $10. Big sale arrives, game is sold for $2.50. Then you (and thousands more) buy dozens of copies for $2.50 and resell for $10. These $10 would have been paid to the developer if you were not present.

You also do not own the gifts/games, you own a license of them. You have no right to sell them because Steam (or the developers) did not give you this right, and they are not your property.
