The only way items can leave your inventory and into someone elses is through Steam, Outpost is just a platform to get people to show what they're buying/selling.
So say I wanted to go and buy a Swanky new hat for my Soldier: (Doesn't have to be a hat, you can search pretty much any item in TF2)
I would hit the Search button[outpost.gg]
Find the item [outpost.gg] I'm looking for. (Note if you don't know the item name you can just type the class name into the Search bar, it will list all the equipables for that class.
Find a trade[outpost.gg] that I like.
After reading the notes (Look out for things such as "DO NOT ADD ME") and liking the price, I hit the Add On Steam[outpost.gg] button. OR if the user does not wish to be added you can send them a trade offer directly through Steam Here[outpost.gg]
If you add them on Steam, it's a case of waiting for them to accept you, then asking for the hat, then trading with them.
If you send them a trade offer, all you need to do is wait for them to accept the trade and the item will be put into your inventory.
You can get your weapons here as well, but you will need to pay twice the price than on that nice bot automated website where you can swap one weapon for a weapon. Not sure how delete happy the mods are here so i better dont give the link for it, but its called like the lowest level of metal you can craft :).
