If someone said that they can't for one reason or another, then it should be obvious they are attempting a scam.
He's referring to Valves trade rule regarding recently purchased items/games. Basically, he sent someone a trade, the user was only able to trade a gift copy, he sent the user items, the user sent him the gift, then canceled it before he could claim it. There are users who are legit with that sort of thing, I've done it in the past as well. However it seems he got a rotten apple in the bunch. I do agree though, a rule should be made to disallow trades if the item is not able to be traded yet. In other words, if users buy items, they should wait the time limit before trading on the outpost to avoid possible scams like this.
Well then you might as well ban any kind of real world money trades also, as that requires the same kind of trust. Im being sarcastic by the way.
