The application rules don't specify a set time period between applications, so I would say look over your last application, figure out why it was denied, fix it, then reapply. This would allow you to look dedicated to joining the site.

Then fixing that and reapplying is probably your best option, maybe an actual admin might be able to help you out and reply to this post.

I haven't applied for a mod or anything but that would still be great in my opinion.

I agree with that, but on the other hand it is the admins right to deny any application, they have plenty of guidelines on the forums.
