When we ban someone for a reason, that is where it ends with us. The ban reason was placed there at the time he was banned. If that person was later marked, our notes will not reflect that and as such, you are still responsibile to see if that person has done more since his ban. (like new pending SR reports, bans on other communities etc) Who you trade with is always YOUR responsibility.

We take trading with scammers VERY seriously and PERM ban on the 2nd occsaion that we are made aware of. SteamRep can and DOES mark people on their 3rd trade with scammers. Thus........ asking if it is allowed will always get the same response from myself.........if you need to ask, then you probably shouldnt.
