Hello, can somebody please tell me how do I send trade offers through TF2 outpost?

Firstly, if you would like others to send trade offers to you, you need to enable the trade offer feature located in your settings. To do so, paste your specific trade offer link like the one shown in the image below:

If you would like to send other people offers, then you need to click on the trade offer button as shown in the image below. Note: If the user has not enabled their trade offers on Outpost then you will not see this on their trade.

Thanks, is the trade offer button supposed to be where the "add a friend" and "report violation" buttons are?

No, it should be located on the corner of the trade notes next to the "Add on Steam" and "Backpack" buttons.
