Global Banlist for servers?
I think TF2 needs something like this:

PS:

Steamrep KINDA does this, but it doesnt give the user 1-2 chances like this system does:
e.g: user C gets banned on a.server and loses 6 points, he now has 4, and then he gets banned on another server b.server and he loses 4 points, he cannot access any server, steamrep doesnt have the blocks coded into it's lines...
