Trading with a Banned Acccount on Outpost
If a person is banned for Ban evasion + Buying multiple hijacked items dispite multiple warnings but not marked on SteamRep or Steam, is it still allowable to buy from them and sell on outpost?

No, you will be helping a fence to launder hijacked items and as a result will be permanently banned too.
