Report a translation problem
I would just go ahead and report the Steam account directly to Valve, you may read over the i formation in the link below for further, related information.

If I go to his profile there is no way of reporting him, I only see an "Add On Steam" option for myself personally. Unless you are talking about his Steam profile and not his Outpost like what I explained above...
Besides nothing would happen if they did get banned. They're not using the site so it doesn't affect them and most likely they will throw the account away after a few days.
