Do I report this?
I was trading with a guy, did a search on steamrep and found someone that got sharked by him. The guy currently has a trade up with the item he bought for a much lower price than it's worth claiming "it was uncrated by my friend". This is a lie but is it technically against the rules?

If someone was sharked and you have enough evidence then feel free to submit a report ticket.

No, this was a neckwear headwear. But I'm not exactly sure if it was sharked, it's unvalued on bp.tf and he still has the trade up with no offers, so the only thing I could prove is that it wasn't uncrated by a friend like he states.

Then I'm afraid there's nothing to report here, unless you add the person who unboxed the unusual and ask them what they sold the unusual for. Also:

No sharking. Sharking is defined as manipulating another user into trading/selling a valuable item for 10% or less of its accepted value (or 20% or less for users with less than 200 hours in that game) or any other deceptive trading practice that the staff consider to be against the spirit of this rule. We participate in a network of trading sites that do not tolerate taking advantage of other users for personal gain.
