Are you allowed to...
...create a trade with items and in trade notes say "I'm not really trying to sell this but am seeing if anyone will make me a ridiculous offer I cannot refuse"...is that allowed?

On the left - display your item.

On the Right hand side - Use "Offers" - For Example - http://www.tf2outpost.com/trade/17657473#latest

That's not what he asked.

No, people are not allowed to put items for sale and say they don't intend to sell them (just collect offers).
