Is this trade against the rules?
http://www.tf2outpost.com/trade/18794773 In comments he says the strange kills don't reset if you use gift wrap but they do. There is no specific rule for this but he's just lying to try get someone to buy it. I commented about it but he just hid it.

It's probably just a misinformed person. You used to be able to trade stranges without resetting the kill count by giftwrapping the item.
