Rules about trading with a banned user but not marked scammer on SteamRep
I got an add inquiring about an Unusual I was selling. He offered a good deal that I was considering. Checking the item's history I discover that the user is banned from Outpost. He was banned for brokering for a banned scammer but he himself is not marked as a scammer on Steamrep. The items he is trading have not belonged in the banned scammers backpack. Is it against TF2OP to do this trade?

If the guy was banned then that means he has a bad history. It is not against the rules to trade with him, but be cautious that he has a history and you can easily be his next victim.

He probably means to be cautious if you are trading for money since if he trades for scammers then there is always the possibility he might scam as well. If you are making item trades you probably don't have to worry as much.
