EDIT : I check his profile and it was level 0 with nothing, i am 100% sure its a phish because he had nothing relevant to what he said and tbh i have no idea what he said.

What i think is that that is a fake website asking you to download a "plugin" (most likely a trojan of some sort) so that you can be aware of "scammers" like him
