Is trying to trick people into thinking their item is worth less considered sharking?
I see a lot of people making up statements to try and fool people of what their item is worth.
For example (I won't point fingers here, but here's a quote) "Not paying over 10 keys for a professional killstreak (you can get most from uncrating anyways)"
I see a lot of posters trying to use similar misleading tactics to try and trick people to quickselling their items without even knowing that they are selling for quicksell rates.

Does stating that the supposed value of an item is less, so that you will get to buy it cheaper sharking?

The only thing worse than a sharker is a reverse sharker. Note to all, check marketplace prices before falling into to any traps. Always remember hasty decisions lead to bad results.

its not really sharking unless a person tells someone that their item is worth X amount when it is really 10 ref, keys, buds, etc higher.

Although the thing you stated can't typically get you banned, it's frowned upon by many.

There's a difference between discussing a price and claiming it is worth a different amount using (fake) evidence/arguments. The latter will certainly get one in trouble.
