Due to their new policy of enabling email protection, unless you were hacked you cannot get your items back.
I have however heard stories of Valve still returning some people their items, you can try contacting them, but chances are slim.
SteamRep is a reliable AntiFraud website, they're known for their outstanding limbo like reports, but that's completely understandable considering how many they get daily,
You shouldn't really go off rioting and boycotting SteamRep because of d0's thread.
Especially if the thread is recent, d0 recently got into an "engaging" fight with another famous user, for the last week or two they've been going at it, if d0 posted a thread bashing a community, it's likely that it's just splash damage from their war.
Why Do You Type Like This
1. Do a steam profile report
2. Report to TF2 Outpost / Backpack.TF etc (basically sites he can use to launder the scammed goods)
3. You CAN report to SteamREP with sufficient proof, but with the current backlog, why bother when you can get the same job done quicker. I would recommend f-o-g or harpoon gaming (basically any SR Partner communities that are taking reports to apply a BANNED BY tag on SR.
