Well, the whole purpose of the "list each item only once" is to prevent relisting them in different trades ;-). As you can see from the original trades the shortstop was modified after it has been listed in the first trade, apparently outposts relist check only takes the current id into account. I dont think its that big deal, i mean who e.g. attaches a tag or paints an item just to be able to list it in a second trade?
Okay, didn't know that's how OP and the API worked. Also shortened so my puny text doesn't really seem irrelevent to yours.
The reason it works like this is because every time you make a change to an item (add a tag, paint it, trade it etc) a new current ID is assigned to it and TF2Outpost only compares current IDs when creating a new trade and checking for items already used in trades.
