Revoked gift countermeasuers
There have been a lot of people offering revoked gifts. Virtually all of these come from accounts that have only f2p games or are only a few months old. I saw that you need a 2 year account with a certain number of games to sell steam gifts. Why isn't this enforced? It seems like something like that could be automated and would save a lot of trouble from these scammers who simply keep making alts to scam other people.

From the rules page:

No cash or game trading with new accounts. Your account must be at least 2 years old and have at least 20 non-free games before you can start trading games for items or buying items for cash on the website. Exceptions will be made on a case-by-case basis at the discretion of staff.

Besides allowing exceptions, the Steam API is not reliable enough and we can't afford to spend thousands of API calls every time an account lists a game on a trade - API calls have a daily cap.

It's a shame because the accounts are so obvious. Just look at these

Those games will be gone within a matter of weeks.

Then report them on the site, instead of pointung them out here.

Ah I forgot about the steam API limitations. And reporting is useless. Report one, another 5 pop up. It's so easy to make a new steam account it's pointless.
Well, Valve is the one to blame here. This is why phishing also will not stop, people can create an infinite number of accounts.

We do our best to ban these accounts from the site, it is not pointless to try and protect our users.
