why not make your site in your own way?
make your own scripts add a html and some css to it and you are done.

There is no CMS. The site is a custom built.

Anyways there's copyrighting over the custom built by the TF2Outpost Team/Sneeza/Zemn and you couldn't use it anyway.

I know how the site is built, but I have no plans of telling anyone lol

Yes, but I like to create a similar site. But do not know what to use for this.

He's just asking if there was any CMS on the background. He's not stealing anything or asking for permission to use the code.

I doubt that as Sneeza is the only one who can access the code. Your statement is vague - I and many others could say the same thing - and bragging about whatever "inside" information you might have is completely unnecessary and irrelevant to the discussion.
