Your statement isn't really making sense to me, can you please explain in greater detail?
Do you have any proof that he did what you accused him of?

Im added him , then he ask to me w8 him some minutes , after he said that he have better offer then mine therefore want more price for his bills hat.

I have 2 screens of chat with him and man who gave another offer

Is he not allowed to listen to any better offer just because he commented on your trade? Sorry but even if he lied (which you can't really verify) you have no reason to report him. Nobody is forced to trade with anyone.
