Ok i just got scammed.
ok i just got scammed, i sent him paypal money and he immediately went offline and blocked me i guess,,,because he is not responding when i send him an invite... he mad me write something like "" This payment is for digital content on Steam. This payment is not-refendable and i dont want chargeback. The payment proceded sound agremment Thanks for trade :) " does that mean i can't chargeback?
will the paypal consider that as an agreement?

Report him on SteamRep and provide as much evidence as possible with Screenshots. It might take a long time for an Admin to reply but it's worth getting these scum banned.

thats the danger with trying buying tf2 items for paypal never do it never send real money and if he need to send the items first or no deal i the item also is on steam market buy it there its one of the onley ways to be save in buying tf2 items for real money

Just chargeback, And no you won't get marked since he basically got away without giving you the item
