You're not alone in your opinions, but there are multiple theories/reasons why they're raising in price relative to refined and are probably never coming back down to the metal exchange rate you're used to.

Because more and more weapons are entering the game everyday, metal is therefore more redely availible making it easier to obtain keys. because keys are at demanded and considered a "commodity" of Tf2. the price is then able to rise because there is an extrodinart amount of metal.
The ways this problem could be tackled is extremly hard all you could do it create a new commodit with the same intresests which are harder to get. e.g make chests and chests keys
so that people become more intrested in something else
