TF2 spreadsheet is a terrible guide, anyone here will tell you that. Backpack.tf is the only moderately reliable one, and even then, I don't support price guides, people should price things on experience.
The site itself is for trading, the forums are for discussions, but not on prices.

The reason they aren't given a value is because they are untradeable. If you take a look on the wiki, you will see that they are both ungiftable and untradeable.
