New wave of duped hats
Burning Snaggletooth (51 lvl) && Hearts Veil (12 lvl), it is very possible that other hats were duped too

probably hijacked accounts, and valve suport duped them.

Even then, dupes are completely irrelevant. Valve have said that they will not remove or delete duplicated hats, so it should have no bearing on value.
