Question about banned users on op
So a scammer - Cool Ranch - just added me directly on steam trying to sell his items for buds VERY cheaply. I only have my trade up (looking for sunbeams unusuals, paying in pure) on outpost and since hes banned there, I thought he wouldn't be able to see my trade. Is this through an alt? If so, wouldn't he have just traded his items to his alt. Then I would have never known if he was a scammer.

Anyone have any idea how he got through to my trade?

He's probably banned on an account basis- if he does not carry the TF2OP cookie, he is effectively logged out and can browse the site like any guest.

Gotcha. Thanks. He's adding a bunch of people to sell. Just got added by another guy who was considering buying cheaply from him to sell to me for 1 buds profit. I convinved him that that was a bad idea.
