That is a perk reserved for donators. Sadly the donation process has been disabled and there is no word when it will be back up.

up until it was taken down, it was $1 USD in paypal or a single TF2 key for the first rank of donator status.

I'm going to say that the donation system being down is going to be a bigger hurdle at the moment than not having a paypal account.

Donations are down indefinitely, until further notice. We can't tell you when they'll be back up, if ever.
