how to avoid buying games on outpost originally purchased from russian
with the steam sale and all,lots of games are selling for cheap keys on steam.though how can i find out if it was purchased from Russian steam,alot of these games don't carry any indication of rather what region the game is from.i want to know this since valve tends to ban people for this sort of thing and that's the last thing that i want.

You can't know for sure. What you can do is look up the profile of the person selling the game, and check SteamRep for any reports made against them. If you see anything suspicious, skip the trade.

It doesn't matter where the gift comes from, Valve won't ban you for trading for such games. They do ban russian sellers who make a living out of it, you have nothing to worry about.
The game may be deleted/removed from the library if bought with fraudulent credit cards, it has happened before.

That has nothing to do with the country of origin though. If you buy from a fishy seller that's bound to happen, regardless if they're russian, brazilian or american.

The biggest thing you need to be concerned about when buying a russian gift, is it region restricted? You can usually tell that by looking at the description of the gift.
