Steamrep seems to be having a long queue and process takes awhile , while the scammer i see still freely roam or trade at the site.

I was hoping if Outpost will accept scammer reports even after done on steamrep. My case involves some simple proofs, untradable giftwrap deal, scammer ran off with itxD. More complicated case will be troublesome but more than often, it's easy to see a scam. Even fake identities is easy to compare. Steam trading is impossible to hack with software as steam said, so other forms of scam includes some carelessness like myself.

Hijacked accounts and more complicated ones usually it's up to Steam support.
