Most communities thrive because they are the best at what they do. Trying to do to much might make what you intend to focus on not come through, but if you can find what you believe is lacking in the already vast TF2 market, you could get a huge hit.
I currently am an active member on several forums and have also moderated a Xenforo forum. I've built about three Zetaboard forums for a role play and just two general ones. How ever help is always appreciated and it's always easier to start it with someone else who is also interested and motivated.
If you get it going good I will gladly help out a bit with administrating if you would like.

2. If so my apologies, How ever the thread is still open and I am not really harming anyone.
3. No, Just a forum section. I doubt a free forum that hasn't even opened will "affiliate" with a website that get's used by thousands of members a day.
Not trying to be rude, But your stating quite a bit without actually knowing what I am trying to do or who I am.
Then you are contradicting yourself. You just said:

It is still open because I'm trying to understand what TF2 Outpost has to do with it.
Then what TF2 Outpost has to do with it? You said it would be "on it". I'm not sure what this statement means.
I'm trying to understand what you are trying to do. I've run many communities, including forum-based (PHPBB, Drupal, XOOPS, IPB) for the past ~ 10 years, I believe I can speak a little about this.
Setting up as in posting Section rules, finishing touches and than just maintaining the forum as people join. I don't see why you are argueing about this? Your making it seem like something negative.
TF2Outpost was just an idea of having it as a sub forum under the trading section where you can post your trades etc. Haven't added it yet, It was just an idea. I have only just started making this today and am still working on it.
I am trying to set up a TF2 forum community who can play with each other, advertise their clans, trade their items etc.
I don't really understand why you are going into such an arguement as if I am a bad guy. You come over sort of negatively trying to test me. I am sure you are not though and am willing to answer any more questions you may have. (:
