Valve is known to ban resellers from regions that have cheap games, mostly from Russia. There's nothing wrong with trading gifts, it's when you turn it into a business that Valve doesn't like it (this only applies to sellers from those regions).
Where is the border between 'making a business' and 'trading a few gifts'...
This rule is so weird and improper, I think that Valve had already described it more clearly somewhere, just I don't know where to find.
It's like if you were to go to a farmer's market, buy a bunch of food for dirt cheap, then go to another farmer's market and set up shop with all that you bought. Granted, there it's not something you'll get in trouble for, but you'll sure as all hell have pissed someone off when they find out.
