Is it now legal to trade gifts?
Recently I and a few of my friends got ban on Steam after reselling gifts as we used to do. Then, after contacting Steam Support we got this:
"...
In the future, do not resell games to users in regions that do not match the price of the region in which you reside or are purchasing from. Additionally, do not use proxy or VPN software to falsify your purchasing region.
Note that the reselling of games is not supported by Steam Support. If you choose not to follow these instructions, your current and future reselling accounts will be permanently blocked from purchasing on Steam.
..."
So, am I right that this new statement prohibits to sell Steam gifts at all? I mean such services like TF2 outpost are made exactly to allow people from different countries to get some gifts as cheap as possible and this new rule totally forbids it.

That's not what it's made for but that's what people use it for, yes.

Valve is known to ban resellers from regions that have cheap games, mostly from Russia. There's nothing wrong with trading gifts, it's when you turn it into a business that Valve doesn't like it (this only applies to sellers from those regions).

Where is the border between 'making a business' and 'trading a few gifts'...
This rule is so weird and improper, I think that Valve had already described it more clearly somewhere, just I don't know where to find.

The border is somewhere between whether someone reports you or not. There are tons of russians who are banned for trading a couple of gifts, some received multiple warnings, some were permabanned. And there are others who've sold hundreds of gifts and nothing happened to them. Only Valve knows.

It's a very fine grey line. Like norby89 said, it's mainly people from other regions that sell into regions in which they'll make a profit off.

It's like if you were to go to a farmer's market, buy a bunch of food for dirt cheap, then go to another farmer's market and set up shop with all that you bought. Granted, there it's not something you'll get in trouble for, but you'll sure as all hell have pissed someone off when they find out.
