Why is this?
I reported a trade a while ago, under the reason "items are not for sale", with TWO screencaps of short chat logs with the person saying that they "aren't selling it".. Why is the trade not closed?

It's possible that an admin hasn't seen it yet, they do get hundreds of reports daily, and I imagine troll trades are a very low priority compared to paypal scams etc.
There's also the possibility that they decided to let it go, don't concern yourself with it after you report it, it's an admin's decision.
