Report a translation problem
Second, this is not the right place to post a scam report, you should head here and read the guidelines. Make sure you provide as much information as possible. Claiming you were scammed without actual evidence won't help your cause.

Last but not least, yes the reputation system is for positive reputation only. If somebody has scammed you, harrassed you or didn't follow the rules leaving a negative rep on their page won't solve anything. You're supposed to report these people and let the moderators handle it. Either way that reputation system is being replaced entirely and all the comments will be lost anyway.
PS: Those items have passed through several hands before even reaching the guy who you're calling a scammer. How would you explain that? A word of advice, if a deal is too good to be true it probably is. You were offered $15 for items worth $2-3 tops? Sounds pretty legit.
