As mentioned above, you'd want to follow-up with RAWR and UTC. It sounds like there are offenses listed for receiving a HOUWAR and never paying as well as a topic about a scam for $250 worth of items. It's been a year and a half since you were banned for that, and it's surprising you wouldn't appeal before now if stealing hundreds of dollars of items wasn't something you'd actually do.
