To make it short - items listed on the left side of the "squiggly arrow" are up for trade whilst items listed on the right are what the user would like for it/them.

Typically, SteamRep will tag high-tier trades with a known scammer. You should be fine.

Correct. These users are using Outpost to advertise their trades with these items, with such a large user-base they are at a greater probability to pull it off. But in the end they are abusing an exploit that Valve created and it needs too patch.

Outpost can rid the scammers, but that won't solve the actual problem within.

Try clearing your cache. If that does not work, then perhaps your location is the issue. Where are you located?
